La codecisión en la Unión Europea
El procedimiento denominado codecisión ha permitido a los organismos comunitarios interactuar en la construcción del derecho derivado comunitario en el marco de la Unión Europea. El poder de la toma de decisiones se fundamenta en la cooperación entre organismos comunitarios; cabe aclarar que todo proceso de integración inicia con objetivos comerciales y visiones económicas de por medio, sin embargo la meta cumbre en la Unión Europea ha sido siempre la pacificación de Europa, lo que conlleva un fin de orden político intrínsecamente concebido. En esa medida la codecisión es uno de los principales instrumentos adoptados por la Unión Europea para alcanzar tanto las metas obvias de creación de derecho comunitario, como de cooperación en el marco supranacional e intragubernamental
Política presupuestaria y crecimiento económico en Navarra, 1890-1970
Editada en la Fundación SEPIEste articulo analiza la influencia de la acción pública regional en el crecimiento
y desarrollo económico de Navarra entre finales del siglo XIX y 1970.
A través de un sui generis federalismo fiscal, la hacienda navarra suministró
bienes preferentes y gastó en infraestructuras por encima del nivel medio español.
Estos estímulos y una menor presión fiscal no contribuyeron, sin embargo,
a la industrialización regional hasta los años sesenta. El Programa de Promoción
Industrial de 1964 favoreció una inversión empresarial que aceleró la transformación
de esa economía regional. No obstante, la intervención pública estuvo
precedida por las fuerzas del mercado que insertaron a Navarra en uno de
los principales ejes de desarrollo económico español de finales de siglo XX.The aim of this article is to analyse the influence that regional public
intervention had in the economic growth and development of Navarre between
the end of the XIXth century and 1970. By means of a «sui generis» fiscal
federalism, Navarre's Treasury's provision of «merit goods» and infrastructure
were above the average level of Spain. However, it was not until the 60s that
these incentives, and a lower tax pressure, contributed to the industrialisation
of the region. The Programme of Industrial Promotion of 1964 favoured business
investments, which accelerated the transformation of this regional economy.
Nevertheless, public intervention was preceded by the forces of the market, which inserted Navarre among one of the principal axis of the economic
development of Spain at the end of the XXth century.Publicad
From Strong to Weak Coupling Regime in a Single GaN Microwire up to Room Temperature
Large bandgap semiconductor microwires constitute a very advantageous
alternative to planar microcavities in the context of room temperature strong
coupling regime between exciton and light. In this work we demonstrate that in
a GaN microwire, the strong coupling regime is achieved up to room temperature
with a large Rabi splitting of 125 meV never achieved before in a Nitride-based
photonic nanostructure. The demonstration relies on a method which doesn't
require any knowledge \'a priori on the photonic eigenmodes energy in the
microwire, i.e. the details of the microwire cross-section shape. Moreover,
using a heavily doped segment within the same microwire, we confirm
experimentally that free excitons provide the oscillator strength for this
strong coupling regime. The measured Rabi splitting to linewidth ratio of 15
matches state of the art planar Nitride-based microcavities, in spite of a much
simpler design and a less demanding fabrication process. These results show
that GaN microwires constitute a simpler and promising system to achieve
electrically pumped lasing in the strong coupling regime.Comment: 14 pages, 4 figure

Taking Corrective Action When Exposed to Fake News: The Role of Fake News Literacy
Fake news poses a threat to democracy. The rise of social media and its lax content regulation have facilitated a dynamic environment where mis- and disinformation are spread. However, social media is also the place where false information may be corrected. Initial scholarly efforts begin to highlight what is needed for citizens to take corrective action when exposed to fake news on social media. This study is a further step in that direction by introducing the construct of ‘fake news media literacy’. Relying on survey data from the U.S. (N = 1338), we show that news media literacy in terms of media locus of control and need for cognition might not be sufficient to take corrective action; individuals rather need to develop specific fake news literacy. Implications for media literacy initiatives are discussed
The Proliferation of the “News Finds Me” Perception Across Societies
Today, people are exposed to vast information flows while online or on social media. This abundance has led some people to believe that they no longer have to actively seek the news to be well informed about public affairs and that important news will find them through social media or other online channels. Recently, academics have offered a first theoretical account, capturing this belief as the “news finds me” perception (NFM). Initial studies have been conducted in the U.S. and Austria, indicating deleterious effects between NFM and both traditional news use and political predispositions and behaviors. This study seeks to expand this line of research, exploring the proliferation of NFM in 10 societies around the world. Findings give further insights into the degree of NFM proliferation in diverse contexts. Across societies, NFM is associated with age, social media news use, and other meaningful democratic variables such as political interest, political knowledge, and voting behavior
Structural Influences on the News Finds Me Perception: Why People Believe They Don’t Have to Actively Seek News Anymore
Using data from a two-wave panel survey among 18 countries worldwide, this study investigates the individual- and country-level antecedents of the “News Finds Me” perception (NFM). Results show that older, more educated, and individuals belonging to the ethnic majority are less prone to develop the NFM. However, social media (news) use, incidental news exposure, discussion frequency, and group affiliations lead to a higher NFM. In contrast, information elaboration as well as news use online were found to weaken the NFM. Testing various country-level factors, only gross domestic product was found to be negatively related to the NFM. The findings form a theoretical and empirical basis for future studies that aim at investigating news use in today’s high-choice media environment
